Preheat oven to 425 degrees.
Cook breakfast sausage over medium heat until brown and caramelized.
Add flour and cook 2 minutes.
Add the cooked sausage and flour to the bottom of a 9x13 dish.
Pour milk over the sausage and stir.
Evenly sprinkle 8 oz shredded cheese on top.
Season with salt and pepper.
Top with a single layer of crispy crown tater tots.
Season the tater tots evenly with garlic powder, onion powder and paprika.
Bake for 30 minutes or until the tots are golden brown.
Layer a sheet pan with parchment paper and crack in 12 eggs.
Add the sheet pan of eggs in with the casserole for the final 10 minutes of baking.
Remove and dish out portions of casserole and top with the eggs.
